Abstract
The economic and political crises affecting Venezuela since the eighties contributed to the
ascension to power, in 1998, of Hugo Chávez, a military without tradition in institutionalized
politics. With his victory, the social polarization, sharpened by the economic crisis of the
1980s and 1990s, was converted into a political polarization, which would be aggravated later with the accumulation of the decisions taken by the president and the rhetoric of
confrontation of the two sides, culminating with the instability of the democratic system.
It was then that an institutional mechanism - the possibility of convoking a referendum
on the presidential mandate - contributed to diminish the turbulences.
