Um município "diárquico"? A atuação dos partidos políticos no legislativo de Rio Grande - RS no final da ditadura civil-militar (1983-1985)

Abstract

Analisa o legislativo municipal de Rio Grande (RS) durante os últimos anos da ditadura civil-militar. O objetivo é compreender como as bancadas partidárias se posicionaram diante do fim da ditadura em um município que era Área de Segurança Nacional, que tinha um prefeito nomeado pelo regime e um legislativo de oposição à ditadura e escolhido por eleições diretas. Por meio de análise de conteúdo, a investigação analisou 337 atas da Câmara Municipal, durante os anos de 1983 a 1985, buscando identificar posicionamentos dos vereadores sobre o contexto da ditadura e da redemocratização do país. Os resultados da pesquisa demonstram as transformações que ocorreram nos comportamentos das bancadas ao longo dos anos analisados, com destaques para atuação das oposições, que denunciavam a ditadura militar a nível nacional e local, e o processo de reorganização e de esvaziamento do PDS com o aprofundamento da redemocratização.

It analyzes the municipal legislature of Rio Grande - RS during the last years of the civil-military dictatorship. The aim of the study is to understand how parties positioned themselves in the face of the end of dictatorship in a National Security Area municipality, which had a mayor appointed by the regime, and a legislature chosen by direct elections to oppose dictatorship. Through content analysis, the investigation analyzed 337 documents of the Rio Grande City Council, during the years 1983 and 1985, seeking to identify the councilors' positions on the context of the dictatorship and redemocratization of the country. The research results showed the transformations that occurred in the behavior of the stands over the years analyzed, with highlights for the oppositions, which denounced the military dictatorship at national and local level. In addition to the process of reorganization and emptying of the PDS with the deepening of redemocratization.
