Democracia, cidadania e o princípio da igualdade : medidas de discriminação positiva e a presença da mulher na política

Abstract

Analisa a democracia, a cidadania, o princípio da igualdade e as medidas de discriminação positiva, sob a ótica da discriminação histórica da mulher, seu distanciamento da política, das lutas travadas, dos direitos conquistados e dos problemas sociais ainda não superados. Analisa as ações afirmativas e seu papel na superação ou na diminuição das diferenças havidas entre homens e mulheres. Foi realizada pesquisa bibliográfica em livros e periódicos científicos diversos. Observou-se que o acesso às instâncias democráticas ainda está limitado às minorias, das quais as mulheres fazem parte, e que, a despeito do título de cidadãs, não participam ativamente das instâncias de poder político em igualdade com os homens. Observou-se, ainda, que as ações afirmativas surgiram como forma de efetivar o princípio constitucional da isonomia e de possibilitar igualdade de condições entre os grupos historicamente segregados e os dominantes. Apesar da representação feminina no comando de cargos políticos não ser expressiva, as ações afirmativas de gênero deram visibilidade ao problema. Promover a inserção da mulher na política possibilita a construção de um regime democrático inclusivo e a efetivação da cidadania, trazendo benefícios a toda a sociedade e servindo como incentivo a todos os que almejam exercer plenamente sua condição de cidadão, independentemente de cor, condição financeira, gênero ou qualquer outro caractere discriminatório.

It analyzes democracy, citizenship, the principle of equality and positive discrimination measures, from the perspective of historical discrimination against women, its detachment from politics, waged struggles, rights conquered and social problems not overcome yet. It analyzes the affirmative actions and their function in overcoming or reducing the differences occurred between men and women. Literature research was performed in several books and journals. It was noticed that the access to democratic institutions is still limited to minorities, of which women are a part, and that, despite the title of citizens do not actively participate in the instances of political power equally with men. It was observed also that affirmative actions have emerged as a way to effect the constitutional principle of equality and enable equal conditions between groups historically segregated and the dominant groups. Although the representation of women in charge of political positions not be significant, the affirmative actions of gender gave visibility to the problem. Promote the inclusion of women in politics allows the construction of an inclusive democracy and effective citizenship, bringing benefits to the whole society and serving as an incentive to all who aspire to fully exercise their citizen status, regardless of color, financial status , gender or any other discriminatory character.
