Abstract
It analyzes the causes and the context that resulted on Severino Cavalcanti' s election for the presidency of the House of Representatives. It discusses his function on the Executive and Legislative branches relationship, during the nine months he occupied the position. It shows that the secret vote is a preponderant factor on his election. once that's what had permitted the rupture with the usual partisan logical inside the Congress. After this, it proves the hypothesis that what Severino has become is an alley of the Executive branch, not a veto player.
