Identificar e analisa, nos Anais da Câmara dos Deputados e do Senado, disponíveis em seus sites na internet, os argumentos invocados pelos liberais, relacionados à exclusão dos analfabetos do direito de voto, por ocasião da reforma eleitoral para introdução do voto direto no Brasil no final do Império. O projeto apresentado pelo
Gabinete Saraiva, com a explícita exclusão dos analfabetos do direito de voto, é transformado
na Lei 3.029, de 09 de janeiro de 1881, levando o nome de Lei Saraiva. O objetivo da exigência de saber ler e escrever para ser eleitor não era purificar as urnas, mas sim impedir o alargamento da participação popular. É durante o período da reforma eleitoral que se verifica aquilo que se pode chamar de construção do discurso da incapacidade eleitoral
dos analfabetos, que resultou, desde então, na exclusão dos analfabetos do direito de voto
por mais de um século e na estigmatização, até hoje, dos "portadores" de analfabetismo. Portanto, este trabalho justifica-se pela necessidade de entenderem-se quais as razões que levaram o analfabetismo, em um dado momento da história brasileira, a ser percebido como um problema político e social. It identifies and analyzes, in the Annals of the Chambers of Members and the Senate, available on their web sites, the arguments put forward by the Liberals in favor of
the exclusion of illiterate voting rights, during the electoral reform for introduction of direct
voting in Brazil at the end of Empire. The project presented by the cabinet Saraiva, with the
explicit exclusion of illiterate voting rights, is converted into Law 3.029 of 9 January 1881
taking the name Saraiva Law. The purpose of the requirement to read and write to the voter
turnout was not purify, but to prevent the extension of popular participation. It is during the
period of electoral reform that there is what might be called the construction of the discourse
of the inability of illiterate election, which resulted, from then on, the exclusion of illiterate
voting rights for more than a century and stigmatization, today, the "carriers" of illiteracy.
Therefore, this work is justifi ed by the need to understand is that the reasons for illiteracy in
a given moment in Brazilian history, to be perceived as a social and political problem.
