Abstract
Quais são os fatores associados à duração do partido no governo? Este trabalho busca
identificar as covariáveis que influenciam na decisão de saída do partido da coalizão de governo.
Considerando os partidos como atores coletivos capazes de realizar um cálculo dos custos e
benefícios de integrar o governo, utilizou-se a literatura sobre motivações partidárias vote-seeking,
office-seeking e policy-seeking e os estudos sobre deserção de ministros, partidos e término de
gabinetes, para identificar as razões para decisão de saída. As motivações por votos, cargos ou
políticas são complexas e, portanto, é possível tanto a coexistência dos objetivos partidários
quanto a preponderância de um deles dependendo da situação. As análises sobre as causas das
mudanças de gabinete e deserção partidária ou ministerial utilizam, direta ou indiretamente,
argumentos baseados nas motivações partidárias. Em geral, essa literatura defende a influência de
fatores como proporcionalidade na representação no gabinete, distância ideológica, popularidade,
condições econômicas e tempo decorrido de mandato. Neste trabalho, utilizou-se a análise de
sobrevivência no período de 1995 a 2017 no Brasil, por meio de regressões com o modelo de Cox
estendido para 48 ids, 563 obsevações e 12 eventos. Os resultados apontaram que as motivações
por cargos no gabinete e políticas, como desvio de representação e distância ideológica não se
confirmaram. Ainda assim, ambas são passíveis de um estudo mais aprofundado para verificação
da validade dos achados devido ao modo de organização dos dados e a diferença de impacto
das variáveis na saída e entrada dos partidos no governo. Já as motivações por votos, como
proximidade das eleições, taxa de eventos críticos e taxa de inflação apresentaram uma função
de sobrerrisco, acelerarando a saída do partido da coalizão de governo; enquanto, a popularidade
presidencial e o PIB estavam ligadas a redução da razão de risco de saída. Por conseguinte,
o argumento vote-seeking apresentou maior influência sobre a saída dos partidos do que os
argumentos office-seeking e policy-seeking. Entretanto, destaca-se a necessidade de continuidade
da investigação e a importância de cada motivação em diferentes tempos e situações. What factors are associated with the duration of the party in government? This work
seeks to identify the covariates that influence the decision of parties to leave the coalition
government. Considering the parties as collective actors capable of calculating the costs and
benefits of participating in government, we used the literature on party motivations votingseeking,
office-seeking and policy-seeking, and studies on desertion of ministers, parties, and
end of coalitions, in order to identify the reasons for party leaving. The motivations for votes,
ministerial positions or policies are complex and, therefore, it is possible both the coexistence of
party objectives and the preponderance of one of them, depending on the situation. Analyzes
of the causes of cabinet change and party or ministerial desertion, directly or indirectly, use
arguments based on partisan motivations. In general, this literature defends the influence of
factors like proportionality in the representation in the cabinet, ideological distance, popularity,
economic conditions and elapsed time of mandate. In this work, survival analysis was used in the
period 1995 to 2017 in Brazil through regressions with the Cox model extended to 48 ids, 563
observations and 12 events. The results showed that motivations for office positions and policies,
such as deviation of representation and ideological distance, were not confirmed. Nevertheless,
both should be subject of a more in-depth study to verify the validity of the findings due to the
way the data are organized and the difference of the impact of the variables on the exit and entry
of the parties in the government. Already the motivations for votes, such as the proximity of
the elections, the rate of critical events and the rate of inflation, presented a over risk function,
accelerating the party's departure from the government coalition; while GDP and presidential
popularity were linked to a reduction in the hazard ratio of exit. Therefore, the vote-seeking
argument had more influence on party exit than the office-seeking and policy-seeking arguments.
However, the need for continuity of research and the importance of each motivation in different
times and situations is highlighted.
