São analisados argumentos favoráveis e contrários à fragmentação municipal, tanto no debate científico quanto no debate social, e como tais argumentos influenciaram a elaboração normativa, desde a Lei Complementar nº 1, de 1967, passando pela Constituição de 1988 e pela Emenda no 15, de 1996, até os projetos recentemente aprovados pelo Congresso Nacional, mas vetados pela Presidência da República.It broaches the phenomenon of the municipalities creation in Brazil, with a multidisciplinary and historical perspective, since the 50's. Will be analyzed arguments against and in favor about municipality fragmentation in a scientific debate as much as in a social debate.
