Com a vitória dele, a polarização social aguçada pela crise econômica nas décadas de 1980 e 90 se converteu em polarização política, que se agravaria depois com o decisionismo do presidente e a retórica de confrontação dos dois lados, culminando na instabilidade do regime democrático. Foi então que um mecanismo institucional - a possibilidade de convocar um referendo sobre o mandato presidencial - contribuiu para diminuir as turbulências.The economic and political crises affecting Venezuela since the eighties contributed to the ascension to power, in 1998, of Hugo Chávez, a military without tradition in institutionalized politics. With his victory, the social polarization, sharpened by the economic crisis of the 1980s and 1990s, was converted into a political polarization, which would be aggravated later with the accumulation of the decisions taken by the president and the rhetoric of confrontation of the two sides, culminating with the instability of the democratic system.
