Centra as análises nas abordagens da literatura contemporânea e descreve resultados de pesquisas nacionais, com o objetivo de verificar a composição da elite governamental e as características de formação dos grupos políticos nos governos. Usa o método de posição institucional, com base em documentos de nomeação para os cargos do primeiro escalão do Poder Executivo. Os dados foram analisados em sociogramas para identificação dos grupos e as relações entre membros da elite governamental. Os resultados mostram que continuidade de membros nos diferentes governos (conexões constante), exceto em um dos mandatos. Apresenta evidências de que a renovação nominal favoreceu a formação de grupos qualitativamente semelhantes nos diferentes governos. A conclusão é que a circulação das elites foi pequena e se deu mais no interior dos mesmos grupos políticos (em termos de perfil, origem social e funcional), já que mesmo em composições partidárias diferentes os mesmos grupos estavam presentes e controlaram o poder nas principais instituições executivas.Reports a research on the ruling elite of the state of Pará in the period 1983-2013. Analysis focuses on the approaches of contemporary literature and describes the results of research, with the objective to verify the composition of the ruling elite and the characteristics of the formation of political groups in government. Uses the method of institutional position, based on nomination papers for the positions of the first level of the Executive Power. The data were analyzed in sociograms to identify the groups and relationships between members of the ruling elite. The results show that continuity of members in the different governments (connections constant), except in one of the mandates. Presents evidence that the renewal nominal favored the formation of groups qualitatively similar in different governments.
