Objetiva apresentar a contradição existente entre a obrigatoriedade da alfabetização para o exercício dos direitos políticos em plenitude, em especial o do voto, e a ausência de escolas suficientes e de qualidade para o povo.It makes comparison between the education provided by the government during the end of the Empire and the beginning of the Republic and the prohibition of the vote of the illiterate by the Law Saraiva (1881) - Law n. 3.029 of 1.9.2017.
