A fragmentação, que é relacionada aos interesses dos parlamentares, deve forçar um estilo de governo de base consensual. Mesmo considerando os aspectos negativos decorrentes da falta de base parlamentar do Executivo e das dificuldades de formação de uma maioria estável, o texto chama a atenção para alguns fatores que podem contrabalançar os aspectos negativos da fragmentação do sistema partidário nacional.Analyzes the 1994 election by focusing on the residual effects that political party fragmentation has on relations between the executive and legislative branches. The author points to the decline of the two largest parties and the growth in the number of medium size parties. This fragmentation, related to the representatives' self interests, probably will impose a consensus-based style of government.
