xmlui.metadata.dc.description.abstract | Discute a compreensão da elite política imperial do Brasil sobre a participação dos cidadãos votantes nas eleições primárias e como ocorreu a
experiência sufragista na província do Espírito Santo, no período de 1822 a 1881. A
partir da análise de debates parlamentares e obras políticas da época percebeu-se
que as interrogações sobre a extensão do voto ocuparam parte da vida intelectual
dos dirigentes do Império durante todo o século XIX. Em 1822, momento em que o
país ainda se encontrava vinculado a Portugal, a criação de um Poder Legislativo
sediado no Rio de Janeiro impulsionou intensa discussão política sobre os
procedimentos que regulariam a eleição dos futuros representantes. Após o
processo de independência, a Constituição de 1824 adotou ímpeto liberal ao
formatar o direito de voto favorecendo a inclusão de parcela substancial dos homens
livres, inclusive libertos, na arena da cidadania política. A partir da investigação dos
ritos e práticas dos comícios de primeiro grau realizados na província do Espírito
Santo objetivou-se analisar como se deu a inserção dos novos cidadãos na política.
O foco de investigação circunscrito às paróquias capixabas permitiu acompanhar os
comportamentos eleitorais dos homens comuns no processo sufragista. Fontes
eleitorais e periódicos revelaram que forte mobilização política e participação ativa
dos votantes marcaram as eleições. Os ritos e práticas políticas ocorreram sob
intensa influência da religiosidade, do cotidiano e dos interesses locais, delineando a
cultura política que guiava os cidadãos em suas escolhas nas urnas. Em nível
nacional, porém, acelerou-se a mudança de percepção da elite política imperial
sobre a figura do votante. Da reorganização partidária dos anos de 1860 e da
intensificação do debate político naqueles anos emergiu nova compreensão sobre o
direito de votar que levou ao questionamento da participação eleitoral do analfabeto,
proposta atendida pela Lei Saraiva de 1881, quando se definiu a exclusão do direito

suffragist experience in the province of Espírito Santo, in the period of 1822 to 1881.
From analyses of coeval political literature and parliamentary debates, it has been
realized that a questioning about the extension of vote was part of the intellectual life
of the rulers of the Empire along all of the 19th century. In 1822, while the country
was still associated with Portugal, the creation of a Legislative Power established in
Rio de Janeiro put forward an intense political discussion about the procedures which
would come to regulate the election of future representatives. After the process of
independence, the 1824 Constitution adopted a liberal impetus in formatting the
voting right to favor the inclusion of a substantial portion of free men, including
freedmen, into the arena of political citizenship. From the investigation of rites and
practices on first-degree rallies which occurred in the province of Espírito Santo, the
objective of this thesis has been the analysis of how the insertion of new citizens into
politics took place. The focus of investigation, restricted to capixaba parishes,
allowed one to follow the electoral behavior of ordinary men in the suffragist process.
Electoral sources and newspapers revealed that strong political mobilization and
active participation of voters marked the elections. The rites and political practices
occurred under strong influence of religion, of daily life and of local interests,
delineating the political culture guiding the citizens choice in the ballot. At a national
level, however, a change in the imperial political elite's perception of the voters was
accelerated. From the party reorganization in the years of 1860, and from the
intensification of the political debate in those years, there emerged a new
apprehension of the right of voting which lead to a questioning of the electoral
participation of illiterates. This proposal was fulfilled with in the Saraiva Law of 1881,
when it was decided for the exclusion of voting rights of illiterate citizens. | pt_BR |
