Artigo Expandindo o conceito de competência política : conhecimento político e atitudes democráticas na América Latina(2018) Fuks, Mario; Casalecchi, Gabriel Avila; Tribunal Superior EleitoralPropõe uma ampliação do conceito de "competência política" que ultrapasse as tomadas de decisões próprias do processo eleitoral e que abarque, também, os valores democráticos. De forma mais específica, busca compreender qual efeito que o conhecimento político exerce sobre a adesão a diferentes princípios democráticos. Para isso, foram utilizados os dados do Barômetro das Américas de 2008. A medida de conhecimento factual foi obtida com perguntas como "qual o nome do presidente/líder do Congresso", "quanto tempo dura o mandato do presidente ou primeiro ministro" etc. A medida de atitudes democráticas foi obtida com perguntas como "a democracia é preferível a qualquer outra forma de governo" ou "sob algumas circunstâncias, um governo autoritário pode ser preferível a um regime democrático", entre outras. Os resultados demonstram que o conhecimento político tem um efeito positivo e estatisticamente significativo não só sobre a preferência pela democracia, como também sobre os princípios subjacentes ao regime, como o apoio às eleições livres e competitivas, a participação política, o controle e a separação dos poderes, o primado da lei e a tolerância. More specifically, our goal is to evaluate the impact of the Youth Parliament program on youngsters confidence levels in the Minas Gerais State Assembly (MGSA). The analysis focuses on the cognitive foundations of attitudes and results show a substantial increase in confidence levels in MGSA, an increase associated with the acquisition of information on the institution. It is asserted that the increase in confidence in MGSA represents and attitudinal gain. The study design involves quasi-experimental research on a non-random sample. We conducted two rounds of interviews in 2008, prior and subsequent to the program, with 335 participants (167 in the treatment group; and 168 in the control group).Artigo Are dissatisfied democrats critical? Reevaluating the concept of the critical citizen(2017) Fuks, Mario; Casalecchi, Gabriel Avila; Araújo, Mateus Morais; Tribunal Superior EleitoralSeveral studies have used the terms critical citizen and dissatisfied democrat interchangeably, assuming that both address the same citizen profile. However, recent studies conducted in new democracies have questioned this assumption, arguing that those who are dissatisfied are not always critical. This article investigates this question based on a comparison of the United States and Brazil. Beginning with the classification of two types of citizens, dissatisfied democrats and critical democrats, we appraise whether dissatisfied democrats are critical. Then, we test which of these two types of citizens is more engaged and has attitudes that are more democratic. The results show that dissatisfied democrats are not necessarily critical and that critical democrats are more engaged in politics and more committed to democracy than non-critical democrats.
