Artigo Participation in democratic Brazil : from popular hegemony and innovation to middle-class protest(2017) Avritzer, LeonardoBrazil became a reference case of social participation after the success of participatory budgeting during the early 90s. The standard theory of the success of participation points to its positive impact on the political system. However, since 2013 Brazil has been experiencing some important changes regarding both participation and representation. In regard to representation, the strengthening of conservative forces in Congress is taking place because of a large increase in private financing. We are also seeing that participation alone cannot change the composition of the system of representation. The events that occurred in Brazil in June 2013, which led to changes in the patterns of social participation, have attracted attention worldwide. The aim of this paper is to analyze these changes in Brazil and point out how they influenced the country s political system and impacted the organization of Brazilian democracy. The data show how MPL presented its demands without politicizing them, keeping itself a single-issue movement (Figure 1). No entanto, não há uma elucidação clara de como esse uso de redes sociais se traduz em um aumento da atividade política. O presente artigo examina três possíveis explicações para essa relação, no âmbito do comportamento de protesto dos cidadãos: a informação (redes sociais como uma fonte de notícias), a expressão de opiniões (uso das redes sociais para expressar opiniões políticas) e o ativismo (juntando-se a causas e descobrindo informações para a mobilização por meio de redes sociais). Para colocar essas relações à prova, este trabalho utiliza dados de pesquisa de opinião, coletados no Chile em 2011, durante manifestações que exigiam mudanças amplas em políticas educacionais e energéticas. Os resultados sugerem que o uso de redes sociais para a expressão de opiniões e para ativismo pode mediar a relação entre o uso geral das redes sociais e o comportamento de protesto. The paper examines the case of the recent uprisings in Brazil. It presents the results of a qualitative research carried out between June 2013 and June 2015, with focus on the actors involved, their reasons to participate, as well as the continuity of their action. Three research tools were used in the study: social media mapping, an online survey and interviews with activists. The findings give credit to the existence of a connective logic on the social networks, as they illustrate that what attracted the masses in June 2013 was mainly the event of a protest . Nevertheless, political engagement was found to increase in smaller circles, among groups of youth who got involved during the uprisings, and are motivated by the idea of a political resistance up to present days
