Instituições eleitorais e cultura política no Brasil monárquico

Abstract

Analisa a história das instituições eleitorais brasileiras à época do Segundo Reinado. A profunda dependência do Governo em relação ao apoio da câmara temporária orientava-o a utilizar os amplos recursos que a legislação lhe oferecia visando vencer as eleições. A permanência da eleição em dois graus tornava especialmente eficazes os mecanismos de controle eleitoral do governo. A estabilidade desta regra, deriva da existência de veto players, combinada com os costumes e práticas clientelistas resultaram em um padrão estável nos resultados eleitorais, a despeito da trajetória de mudanças empreendida no período. Deste modo, a análise das instituições eleitorais e das sucessivas tentativas de aperfeiçoá-las torna-se especialmente importante para o entendimento da ação política no Brasil do Segundo Reinado.

Analyses the history of the brasilian electoral institutions in the second reign period. The government huge dependence on the support of the temporary chamber induzed the use of the ample resources that the legislation offered to win elections. The permanence of the electoral proceedings in two degrees made specialy afficacious the electoral control mechanism by the government. The stability of this rule, originated from the existence of veto players, combined with clientelists habits and practices induced to a stable partern of the electoral result, despite of the path of changes undertaked in the period. The analyses of the electoral institutions and the successive attempts to improve them becomes specially important to the understanding of the political action in the brazilian second reign.
