Em defesa da mudança

Abstract

Sustenta que a discussão sobre o sistema de governo deve partir da experiência concreta do presidencialismo no Brasil no pós-30. O sistema presidencialista foi importante para promover a modernização econômica, mas dificultou a consolidação da democracia. Nas circunstâncias presentes, o parlamentarismo pode ser mais adequado para o estabelecimento de um Executivo forte, dotado de base parlamentar sólida. Ademais, as reformas políticas - eleitoral, partidária e da representação no Congresso-terão mais probabilidade de vingar com a mudança do sistema de governo. O parlamentarismo é hoje uma alternativa política real, já que é defendida por grupos importantes das elites políticas, intelectuais, sindicais e empresariais.It argues that the debate over the system of government should begin with the actual experience of presidentialism in Brazil since the 1930s. The presidential system proved important in promoting economic modernization, but made the consolidation of democracy difficult. Under the current circumstances, parliamentarism may be more conducive to establishing a strong executive branch, bolstered by a strong parliamentary base. Furthermore, political reforms - of the electoral system, of parties and of representation within Congress - will have a greater chance of succeeding with a change in the system of government. Today, parliamentarism is a real political alternative, since it draws support from important groups within the political, intellectual, labor and business elites.
