La experiencia de la democracia a través de los consejos populares em Cuba

Abstract

Los municipios, que constituyen el nivel inferior -territorial y funcional - del aparato estatal cubano, por cuanto están más cerca de los electores, se erigen en el espacio idóneo para vertebrar la participación ciudadana que se propugna como pilar del referido sistema de organización. Por tal razón, las autoridades municipales cubanas se encuentran enmarcadas en un diseño participativo que cuenta con varios mecanismos -elección, revocación, rendición de cuentas y despachos - para mantener el involucramiento popular en su gestión de gobierno. Este espectro participativo se ve enriquecido con la inclusión de los Consejos Populares que ciertamente lo hacen más pleno.A fin de determinar el contenido y alcance que tiene la democracia dentro del marco institucional que ofrecen los Consejos Populares en ese artículo se explicaran todas las posibilidades que dicha estructura del Poder Popular abre a la intervención ciudadana.

The municipalities, which constitute the lower level - territorial and functional - of the Cuban state apparatus, inasmuch as they are closer to the voters, stand in the ideal space to support the citizen participation that is advocated as a pillar of said system of organization. In this way, the Cuban municipal authorities are part of a participatory design that has several mechanisms -election, revocation, accountability and dispatchesto keep popular involvement in its governance. This participative spectrum is enriched with the inclusion of The Popular Councils that certainly make it more full. In order to determine the content and scope of democracy within the institutional framework offered by the Popular Councils in that article will explain all the possibilities that the structure of the People s Power opens to citizen intervention.
