Políticas de identidade na era digital e o registro civil nacional

Abstract

Busca entender as políticas de identidade no cenário nacional com destaque ao Projeto de Lei 1775 de 2015, que visa criar o Registro Civil Nacional (RCN). Para tanto delineia brevemente o histórico do registro civil e dos bancos de dados do setor público. Ainda, analisa a relação do registro civil com outros direitos fundamentais. O centro do artigo se dá em torno do PL1775/2015, com enfoque na relação e no impacto que o RCN pode causar ao direito a privacidade e a proteção de dados pessoais. Para um entendimento mais completo desse tema durante as audiências públicas do PL 1775, o artigo organiza e descreve as posições tomadas pelos participantes.Seeks to understand the identity politics on the national scene with emphasis on the bill nº1775/2015, which aims to create the National Civil Registry (RCN). Therefore, briefly outlines the history of the civil registry and public sector databases. It also analyzes the relationship of the civil registry with other fundamental rights. The center of the article is the bill nº 1775 / 2015 (RCN) with a special focus on the relation and the impact of RCN implementation to the right to privacy and personal data protection. In order to get a more complete understanding of the bill regarding this theme, the article describes and organizes the participants position during the public hearings of the bill1775.
