Criação de municípios e debate científico : entre mitos e métodos

Abstract

Com uma abordagem multidisciplinar e perspectiva histórica, este estudo trata do fenômeno da criação de municípios no Brasil desde a década de 1950. São analisados argumentos favoráveis e contrários à fragmentação municipal, tanto no debate científico quanto no debate social, e como tais argumentos influenciaram a elaboração normativa, desde a Lei Complementar nº 1, de 1967, passando pela Constituição de 1988 e pela Emenda no 15, de 1996, até os projetos recentemente aprovados pelo Congresso Nacional, mas vetados pela Presidência da República.It broaches the phenomenon of the municipalities creation in Brazil, with a multidisciplinary and historical perspective, since the 50's. Will be analyzed arguments against and in favor about municipality fragmentation in a scientific debate as much as in a social debate. Also, it will be discussed how these arguments influenced the normative elaboration, since the Supplementary Law nº 01, edited in 1967, passing through the Constitution of 1988 and the Amendment no 15, edited in 1996, till the recent projects passed by the National Congress but rejected by the President of the Republic.
