A lógica da competição política municipal em "cenários oligárquicos"

Abstract

Objetiva mostrar como a competição política em âmbito municipal foi afetada pelo impacto do novo arranjo federativo brasileiro pós-1988 e pela introdução do sistema multipartidário. A análise comparada de mais de 400 municípios detectou importantes alterações no processo de competição eleitoral e partidária nas disputas municipais: houve modificações no padrão descrito pela literatura que se dedica a estudar o fenômeno do poder local. A tese central, presente na literatura municipalista, declarava que a causa da "oligarquização" dos subsistemas partidários locais era a centralização de recursos e decisões no Executivo Federal. A alteração das regras objetivando descentralizar as competências e funções provocou um realinhamento das disputas eleitorais e políticas nos contextos tidos como oligárquicos.It aims to demonstrate how political competition at the municipal level was affected by the federative arrangement put into place after the 1988 Constitution and by the introduction of the multi-party system. The compared analysis of more than 400 municipalities detected important changes in the process of electoral and party competition in municipal disputes. These changes significantly modified patterns described by the literature on local power structures. The central hypothesis in this literature held that the cause of "oligarchization" of local party subsystems was the concentration of resources and decisions at the Federal Executive level. The modification of rules with the intent of decentralizing attributions and function provoked a realignment within electoral and political disputes in contexts considered oligarchic.
