Robert Michels, Maurice Duverger e Angelo Panebianco : o debate sobre as elites partidárias

Abstract

Analisa as elites partidárias a partir das obras de Robert Michels, Maurice Duverger e Angelo Panebianco. O texto que ora se apresenta não trata da discussão sobre o conceito de elites que se tem tradicionalmente na Sociologia ou Ciência Política. Embora haja derivação deste acúmulo intelectual, o conceito a ser discutido nesta proposta é apenas no âmbito do sistema político-partidário. Dentro do imenso debate sobre os partidos políticos, o tema das classes dirigentes se constitui como um objeto extremamente relevante. Por meio de uma pesquisa bibliográfica investiga-se, dessa forma, como esses estudiosos tratam do fenômeno das elites dirigentes, bem como procura-se estabelecer as considerações de cada um sobre as possibilidades da democracia no interior dos partidos políticos. Por fim, apontaremos os pontos em comum e as possíveis diferenças entre as abordagens.

It analyzes the party elites from the works of Robert Michels, Maurice Duverger and Angelo Panebianco. The text presented here does not deal with the discussion about the concept of elites that we have traditionally had in Sociology or Political Science. Although there is a derivation of this intellectual accumulation, the concept to be discussed in this proposal is only within the scope of the party-political system. Within the immense debate on the political parties, the theme of the ruling classes constitutes an extremely relevant object. By means of a bibliographic research, it is investigated, in this way, how these scholars deal with the phenomenon of ruling elites, as well as trying to establish the considerations of each one about the possibilities of democracy within the political parties. Finally, we will point out the points in common and the possible differences between the approaches.
