Democracia e participação política : o Dialoga Brasil e as novas possibilidades da ciberdemocracia brasileira

Abstract

Apresenta uma discussão sobre a relação entre participação política, democracia e os novos meios de comunicação, mais precisamente a Internet. Dedica-se especial atenção às possibilidades que a Internet oportuniza na participação no campo político. Primeiro, apresenta-se a suposta "crise" democrática e as possibilidades de transformação e aperfeiçoamento democrático iniciados no século XX. Em seguida, definem-se conceitos importantes como ciberdemocracia e governo eletrônico, de modo a melhor compreender a contribuição da Internet na esfera política e na democracia contemporânea. Por último, analisa-se brevemente o portal Dialoga Brasil como possibilidade de participação direta do indivíduo na formação de políticas públicas.It presents a discussion about the relationship between political participation, democracy and new media, more precisely the Internet. It dedicates special attention to the possibilities that the Internet provides by participation in the political field. First, it presents the supposed democratic "crisis" and the possibilities of democratic transformation and the improvement started in the twentieth century. It defines important concepts as cyberdemocracy and e-government in order to better understand the contribution of the Internet in the political sphere and contemporary democracy. Finally, it analyzes briefly the portal Dialoga Brazil as a possibility for direct participation of the individual in the shaping of public politics.
