Eleições suplementares no Brasil (2013-2015) : a nova disputa pelo poder local

Abstract

Investiga as 112 eleições suplementares para prefeito, realizadas no período 2013-2015, com a intenção de comparar os resultados nelas alcançados pelos competidores com os da disputa anulada de 2012. Elaborada a partir de dados coletados no site do TSE e de informações sobre as circunstâncias dos pleitos, obtidos em uma diversidade de fontes disponíveis na internet, a análise se processa em duas dimensões: por município, o que permite verificar o efeito causado pela nova eleição na distribuição de poder local; por decisão dos concorrentes sobre participar do pleito suplementar e performance atingida. Por fim, incorpora os pleitos suplementares que foram anulados pela Justiça Eleitoral e, por isso, reordena os dados e monta o cenário definitivo do controle dessas prefeituras.

It investigates the 112 supplementaryelections for mayor held in the period of 2013-2015, with the intention of comparing the results achieved by the competitors in order to those obtained in the dispute annulled 2012. Developed from data collected on the TSE website and information about the circumstances of the elections, obtained from a variety of sources available on the internet, the analysis proceeds in two dimensions: by municipality, which allows you to verify the effect caused by the new election in relation on the distribution of local power; and by decision of the competitors in relation toparticipation the supplementary elections and by performance. Finally, it incorporates the additional claims that were annulled by the Electoral Court and therefore reorders the data and assembles the definitive scenario of the control of these town halls.
