Resumo
Examina a volatilidade eleitoral na cidade de São Paulo no período 1985-92. São
descritas as principais hipóteses sobre a mudança eleitoral nas democracias européias e
americana, bem como a metodologia para o cálculo da volatilidade das preferências eleitorais.
Após adaptar estes critérios para o contexto brasileiro e paulistano, foi possível verificar que
os mais altos índices de volatilidade encontram-se, ao contrário do que se poderia esperar,
entre os eleitores teoricamente mais bem informados e educados. O autor levanta a hipótese
de que este tipo de comportamento e os efeitos dos meios de comunicação de massa nas
campanhas eleitorais podem levar o sistema partidário brasileiro a uma evolução diferente
daquela preconizada pelos modelos clássicos da ciência política, baseados na clivagem social.
Questions the volatile character of electoral behavior in the city of São Paulo between 1985 and 1992. The author discusses the prevailing hypotheses concerning electoral change in European democracies and in the USA, along with the methodology employed to calculate oscillations in voter preference patterns. Adapting these criteria to the Brazilian context, surprisingly one finds that the highest rates of change in electoral preferences are to be found among voters who are theoretically more informed and educated. The author surmises that this sort of behavior along with the effects of mass media on electoral campaigns may lead the Brazilian party system to evolve differently from the development path predicted by classical political science models, based on social differences.
