Instituições políticas e corrupção : uma análise da literatura comparada

Abstract

O desenho institucional afeta o nível de corrupção? O neo institucionalismo trouxe a explicação institucional de volta ao debate político. Contudo, quais instituições incentivam o comportamento corrupto? Quais constrangem? Quais são os mecanismos explicativos de tal relação? O presente artigo busca discutir a literatura comparada sobre corrupção e instituições políticas e identificar os mecanismos explicativos das relações encontradas. Na análise cross-national o desenho constitucional mostra-se dominante: forma de governo, sistemas eleitorais e a estrutura do estado são as principais variáveis analisadas. Contudo, apesar de certo acordo quanto às instituições que reduziriam os incentivos para o comportamento corrupto, ainda há debate quanto aos mecanismos explicativos das associações empíricas encontradas. This paper seeks to discuss the comparative literature about corruption and political institutions and identify the mechanisms explaining the relationships found. In the cross-national analysis, the constitutional design is dominant: government system, electoral system and structure of the state are the main variables analyzed.
