Sistema político uruguaio : análise dos poderes Executivo, Legislativo e da Corte Electoral uruguaia

Abstract

Apresenta o sistema político do Uruguai, analisando o texto Constitucional. O estudo apresenta a estrutura política do país e as características dos poderes Executivo e Legislativo e, ao final, a função judicial eleitoral, com a análise da Corte Eleitoral do Uruguai. Verifica-se que o Uruguai reestabelece o sistema democrático, após período de ditadura civil-militar, com preocupação com a estabilidade política e realiza mudanças estruturais, em especial, com a reforma constitucional de 1997, que instituiu um calendário eleitoral, com ciclo de um ano, implantando eleições internas para a definição dos candidatos à Presidência e a exigência de maioria absoluta na eleição nacional, com a realização de segundo turno, caso necessário. Considera-se que o sistema político uruguaio é estável, robusto, com barreiras eficientes para a disseminação de partidos e uma concentração nas três maiores agremiações que possibilita a governabilidade e estabilidade democrática. Por fim, a estrutura de uma Corte Eleitoral independente, com atuação em todo o processo eleitoral, garante a confiança e credibilidade para os processos eleitorais.

It presents the political system of Uruguay, analyzing the Constitutional text. The study presents the political structure of the country and the characteristics of the Executive and Legislative powers and, in the end, the electoral judicial function, with the analysis of the Electoral Court of Uruguay. It appears that Uruguay reestablishes the democratic system, after a period of civilmilitary dictatorship, with concern for political stability and making structural changes, in particular, with the constitutional reform of 1997, which instituted an electoral calendar, with a one-year cycle. year, implementing internal elections for the definition of candidates for the Presidency and the requirement of an absolute majority in the national election, with the holding of a second round, if necessary. The Uruguayan political system is considered to be stable, robust, with efficient barriers for the dissemination of parties and a concentration on the three largest associations that enables democratic governance and stability. Finally, the structure of an independent Electoral Court, which operates throughout the electoral process, guarantees trust and credibility for electoral processes.
