Prefeito de coalizão : análise dos efeitos na esfera local

Abstract

As coalizões governamentais são formadas e alteradas pelos chefes do Executivo, onde a procura pela formação de um governo que visa aumentar o apoio na legislatura é fortemente evidenciada, fazendo-se necessário uma coordenação excelente entre Executivo e Legislativo para que isso ocorra. Em um sistema presidencialista de coalizão, que é infiltrado em um modelo consensual, as reformas políticas passam por uma negociação, acordos e alianças entre partidos políticos são realizados na busca por um objetivo específico. Assim, o artigo objetiva a partir da estratégica metodológica dedutiva e bibliográfica, a análise desses fatores no espaço local, demonstrando que as coalizões no presidencialismo também ocorrem em âmbito local, apontando aspectos positivos, no que diz respeito aos benefícios para a população e negativos quando estas são deixadas para segundo plano, pois esse sistema tem um papel mais estratégico para os partidos e seus atores do que para a sociedade.

Government coalitions are formed and changed by the heads of the Executive, where the demand for the formation of a government that seeks to increase support in the legislature is strongly evident, making it necessary to excellent coordination between executive and legislative branches for this to occur. In a presidential system of coalition, which is infiltrated in a consensus model where political reforms go through a negotiation, agreements and alliances between political parties are made in the search for a specific purpose. Thus, the objective article from the deductive and bibliographical methodological strategy, the analysis of these factors in the local space, showing that coalitions in presidentialism also occur at the local level, pointing out positive aspects, about the benefits for the population and negative when these are left to the background, as this system has a more strategic role for the parties and their actors than to society.
