O papel das emendas parlamentares no presidencialismo de coalizão : análise da execução antes e após o Orçamento Impositivo (EC 86/2015)

Abstract

Analisa a experiência do orçamento impositivo das emendas individuais nos seus primeiros anos de vigência em comparação aos anos imediatamente anteriores e seu uso como instrumento do presidencialismo de coalizão. Inicialmente, apresentam-se as razões que motivaram o estabelecimento de tais regras. Em seguida, passa-se ao exame da execução das emendas em comparação com a de anos anteriores. Ao final, são realizadas análises da execução orçamentária e financeira e o uso político das emendas parlamentares individuais frente aos conturbados acontecimentos políticos e econômicos e no contexto do afastamento da Presidente Dilma Rousseff e das denúncias contra o Presidente Michel Temer.It analyzes the experience of the fiscal budget of individual amendments in their first years of validity in comparison with the previous years and their use as an instrument of coalition presidentialism. Initially, it expounds the reasons that led to the establishment of such rules. Then it examines the implementation of the amendments compared to previous years. And finally, it analyzes the budgetary and financial execution and political use of the individual parliamentary amendments in the face of troubled political and economic events the in the context of the removal of President Dilma Rousseff, and the complaints against President Michel Temer.
