O "Left Turn" e as participações políticas nacionais na América Latina : reflexões e diferenças

Abstract

With the rise of the left in Latin America to the power, which occurred mainly in the early 2000s, this paper aims to analyze how occurred the promotion of the political participation, as well as the expansion of decision-making spaces, and the changes of the structures of authority in the governments of left. So that, we examine e process of adoption of national policies participation in four different countries: Brazil, Venezuela, Uruguay and Bolivia. The participatory policies have been implemented in different ways, with different relational models between the State and society. Thus, we developed a typology based on three analytical categories, about the promotion of the predominant participation in these four countries: design and dynamic participation; involvement of civil society; and its shape and configuration. We seek to distinguish the reasons and procedural analytical events that justify the position of each country in these ideal-types spectral. This distinction occur mainly in the form of the leftist party came to power, the party system in the country, and linkages and social bases established by the respective parties, etc. Finally, it presents new research agendas regarding the field of the political participation in Latin America. The new research agendas are the relationship that the political participation operates within the Legislative power, the idea of political representation inserted in these democratic innovations, and the need to develop new studies on this theme by looking at this new phenomenon of the right turn emerging in the Latin American region.

Diante da ascensão da esquerda da América Latina ao poder, ocorrida predominantemente no início dos anos 2000, busca-se analisar como se deu o fomento à participação política, bem como à ampliação dos espaços decisórios e à modificação das estruturas de autoridade nos governos de esquerda. Examina-se, portanto, o processo de adoção das políticas nacionais de participação em quatro países: Brasil, Venezuela, Uruguai e Bolívia. Tem-se que as políticas participativas foram implementadas de maneiras distintas, com diferentes modelos relacionais entre o Estado e a sociedade. Diante disso, foi desenvolvida uma tipologia com base em três categorias analíticas acerca da promoção da participação predominante nesses quatro países: concepção e dinâmica da participação; envolvimento da sociedade civil; e sua forma e configuração. Procura-se distinguir as razões e os eventos analíticos processuais que justificam a posição de cada país nesses espectros de tipos-ideais. Tal distinção se baseia, sobretudo, na forma de chegada ao poder do partido de esquerda; no sistema partidário do país em questão; nos vínculos e nas bases sociais estabelecidos pelos respectivos partidos, dentre outros. Por fim, apresenta-se novas agendas de pesquisa a respeito do campo da participação política na América Latina, sobretudo para a relação que esse campo opera para dentro do Poder Legislativo e a ideia de representação política nele inserido; além da necessidade de desenvolver novos estudos acerca dessa temática ao observar esse novo fenômeno do right turn que emerge na região latino-americana.
