Entre o traço e o palanque : tecnocracia e personalismo político no PSD catarinense (1960-1965)

Abstract

A política catarinense de meados da década de 1960 apresentou uma característica fundamental: a coexistência de diferentes elites políticas. E dentro do PSD (Partido Social Democrático) estadual esta foi uma característica marcante. De um lado, um grupo de larga tradição, voltado para uma ação de caráter mais personalista, geralmente identificada por práticas tidas como "clientelistas" e "populistas". De outro, pela emergência de certas demandas técnico-administrativas dentro dos aparelhos estatais, provenientes de um ímpeto de modernização, entram em cena personagens atrelados a um diferente perfil, construído por uma perspectiva tecnocrata.The Catarinense politics of the middle of the 60's presented a fundamental characteristic: namely the coexistence of different political elites. In the State chapter of the PSD (Social Democratic Party) this showed to be a distinctive characteristic. On one side a traditional group leaning more to actions of a personal strain, generally identified with approaches considered to be "populist" or "commercialist". On the other side, because of the emerging of certain technical administrative demands in the state political apparatus arising from a dire desire of modernization, some characters of a different profile defined by a technocratic perspective come into scene.
