Reforma electoral y posconflicto en Colombia : tensiones, avances y tareas pendientes tras la firma del Acuerdo de Paz (2016-2020)

Abstract

Analiza las propuestas de reforma electoral que se han discutido en Colombia tras la firma del Acuerdo de Paz entre el gobierno y la guerrilla de las FARC-EP en 2016, y examina las tensiones, los avances y las tareas pendientes frente a la modernización del sistema electoral colombiano. Para ello, se emplea como evidencia empírica los documentos oficiales de la Presidencia de la República, la Misión Electoral Especial, el Consejo Nacional Electoral y la Registraduría Nacional del Estado Civil. Se concluye que las élites nacionales no han tenido voluntad política para aprobar una reforma política integral al sistema electoral colombiano, especialmente, en lo que atañe a dimensiones, como la autoridad electoral, el financiamiento público o las listas cerradas. No obstante, los cambios constitucionales y normativos derivados de la implementación del Acuerdo Final han favorecido la inclusión de nuevos actores en el sistema político.

It analyzes the proposals for electoral reform that have been discussed in Colombia after the signature of the Peace Agreement between the government and the FARC-EP guerilla in the year 2016, examining the tensions, progress, and pending tasks in the context of the modernization of the Colombian electoral system. To that end, the official documents of the Presidency of the Republic, the Special Electoral Mission, the National Electoral Council and the National Civil Registry are used as empirical evidence. The conclusion found is that the national elites have not had the political will to approve an integral political reform to the Colombian electoral system, especially with regards to dimensions such as: electoral authority, public financing, or closed lists. However, the constitutional changes and regulations derived from the implementation of the Final Agreement have favored the inclusion of new actors in the political system.
