Bicameralismo : história, conceito e funções nos governos contemporâneos

Abstract

Historicamente, há dois tipos básicos de poder legislativo: o unicameral e o bicameral. Este é composto por duas câmaras que, em graus variados e por vias institucionais próprias, exercem controle uma sobre a outra. Tendo em vista a relevância dos sistemas bicamerais na discussão (e no funcionamento) atual das democracias, este artigo propõe revelar o estado da arte do debate, explorando as origens históricas do bicameralismo, os fatores associados a sua dispersão, seus fundamentos teóricos e seus traços institucionais elementares e suas consequências políticas. Com isso, o artigo consiste num ponto de partida teórico e metodológico para estudos e pesquisas sobre democracias bicamerais.

Historically, there are two types of legislative structure: the unicameral system and the bicameral system. The latter is composed by two chambers that, in varied levels and by its own institutional ways, exercises control over the other. Bearing in mind the relevance of the bicameral systems in the current discussion (and in the functioning) of the democracies, this paper aims to reveal the state of the art of the debate, exploring the historical origins of the bicameralism, the factors related to its dispersion, its theorical foundations and its elementary institutional traces, and its political consequences. Thus, the paper consists in a methodological and theorical starting point for studies and researches about bicameral democracies
