Democracia participativa e deliberativa : congruências ou modelos em disputa?

Abstract

Discute a teoria democrática participativa e a deliberativa, demonstrando os pontos de convergência, as diferenças principais entre elas, e as próprias críticas feitas a uma e a outra. Ambas contestam o envolvimento político atribuído ao cidadão por parte da democracia liberal representativa. Porém, enquanto a democracia participativa evoca mais espaços de incidência direta e reconhece a importância do confronto e do ativismo para a diminuição das desigualdades, a deliberativa volta sua atenção para os pressupostos do debate público, que deve ser livre e sem coerção, respeitada a justificação pública. Assim, compreendemos que a interligação desses dois modelos teóricos é vital para o incremento da inclusão social e política, e de tomada de decisões mais equânimes, o que geraria alargamento e aprofundamento da democracia.It aims to discuss the participatory democratic the theory and deliberative, showing the points of convergence, the main differences between them, and their own criticisms of each other. Both will contest the political involvement attributed to the citizen on the representative liberal democracy. However, participatory democracy evokes more spaces of direct impact, and recognizes the importance of confrontation and activism for reducing inequalities. Already, the deliberative turns his attention to the conditions of public debate, in which it must be free and without coercion, and respected the public justification. Thus we understand that the interconnection of these two theoretical models is vital to increase the social and political inclusion, making more equitable decisions, which would generate a broadening and deepening of democracy.
