Mudanças entre partidos na Câmara dos Deputados : sazonalidade e o impacto da fidelidade partidária

Abstract

Compara as migrações interpartidárias que ocorreram na Câmara dos Deputados em um período anterior (1995 a 2006) e um período posterior (2007 a 2014) à decisão do Tribunal Superior Eleitoral (TSE) a favor da fidelidade partidária. São confrontados os padrões de migrações quanto a intensidade, sazonalidade e direção à coalizão, com base em análise quantitativa. Observa-se que, em ambos os períodos, as migrações em direção à coalizão não necessariamente predominam. Constata-se também a diminuição do volume de mudanças de partido a partir de 2007, ano da decisão do TSE. A conclusão é que o sistema político tem encontrado alternativas para que as migrações respeitem o calendário eleitoral.Compares patterns of party switching inside the Brazilian Chamber of Deputies in a period before (from 1995 to 2006) and a period after (2007 to 2014) the decision from the Superior Electoral Court (TSE) in favor of a party loyalty enforcement rule. The party switching patterns are compared regarding to its intensity, timing and direction according to the government coalition, based on a quantitative analysis. It notices that, in both periods, party switching events towards the coalition do not necessarily are predominant. It also perceives a reduction on the volume of switching events since 2007, year of the decision by the TSE. The conclusion is that the political system has found alternative paths in order the party switching events can respect election deadlines.
