Inteligência artificial e democracia : riscos e oportunidades no processo eleitoral brasileiro

Abstract

Analisa os impactos da inteligência artificial (IA) nas eleições brasileiras, destacando benefícios e riscos para a democracia. Parte-se da hipótese de que a IA pode ampliar a eficiência e a transparência, mas também intensificar a polarização e favorecer a desinformação. A pesquisa adota abordagem dedutiva, apoiada em legislação, doutrina e análise histórica sobre a relação entre tecnologia e processo eleitoral. O trabalho organiza-se em três eixos: a evolução da IA e sua inserção no ecossistema informacional; suas aplicações nas eleições brasileiras, com foco em vantagens e riscos ligados ao microdirecionamento e às fake news; e os aspectos éticos e regulatórios, incluindo resoluções do Tribunal Superior Eleitoral em 2024 e projetos de lei em tramitação. Conclui-se que a IA é um recurso ambivalente, capaz de fortalecer ou ameaçar a democracia, dependendo de seu uso e do grau de regulação institucional.

It analyzes the impacts of artificial intelligence (AI) on Brazilian elections, highlighting both its benefits and risks for democracy. It assumes the hypothesis that AI can enhance efficiency and transparency, but also intensify polarization and foster disinformation. The research adopts a deductive approach, supported by legislation, legal doctrine, and historical analysis of the relationship between technology and the electoral process. The study is organized into three axes: the evolution of AI and its insertion into the informational ecosystem; its applications in Brazilian elections, focusing on advantages and risks related to microtargeting and fake news; and the ethical and regulatory aspects, including resolutions of the Superior Electoral Court in 2024 and ongoing legislative proposals. It concludes that AI is an ambivalent resource, capable of either strengthening or threatening democracy, depending on its use and the degree of institutional regulation.
