A política entra no ar : evolução e características do Horário Gratuito de Propaganda Eleitoral

Abstract

Verifica a dinâmica que determina as características do Horário Gratuito de Propaganda Eleitoral (HGPE) no Brasil até as eleições de 2002. O artigo apresenta a argumentação inicial da dissertação de mestrado "A hora das verdades", que analisou a construção da imagem de candidatos e partidos nas eleições para governador do Rio Grande do Sul em 2002. Foram considerados aspectos referentes à democracia de público classificada por Bernard Manin, na qual é preponderante o papel da mídia eletrônica. A pesquisa também se fundamenta na evolução da legislação do horário eleitoral para dar conta de características essenciais do modelo brasileiro de propaganda política na televisão: a herança do rádio, as leis de censura, o surgimento dos spots e a gratuidade de veiculação dos programas na mídia eletrônica.

It verifies the dynamics that determines the characteristics of the free television time for electoral advertising (HGPE - Horário Gratuito de Propaganda Eleitoral) in Brazil. The article presents the initial argument of the mastered tesis "The truths time", that it analyzed the construction of the image of candidates and parties in the elections for governor of the Rio Grande do Sul in 2002. Referring aspects to the democracy of public had been considered classified for Bernard Manin, in which are preponderant the paper of the electronic media. The research also if bases on the evolution of the legislation of the electoral time to give to account of essential characteristics of the Brazilian model of politics advertising in the television: the radio legacy, the laws of censorship, the sprouting of spots and the gratuitousness of propagation of the programs in the electronic media.
