Raça e eleições : candidaturas negras na competição eleitoral para vereador no Rio de Janeiro

Abstract

O que impede os negros e negras de acessarem os espaços de representação política? Pesquisas mais recentes focadas no impacto da raça no sistema eleitoral têm identificado uma forte presença de negros na competição eleitoral, todavia essa presença não se materializa em representação nas casas legislativas. Nesse esteio, o presente artigo busca descrever o quadro geral da participação dos candidatos negros e negras nas eleições de 2016 na cidade do Rio de Janeiro, nesta onde se deu a primeira eleição em que o Tribunal Superior Eleitoral (TSE) levantou informações sobre raça/cor dos candidatos. Em diálogo com a literatura especializada, buscaremos apresentar alguns caminhos para a formação de uma agenda mais densa de estudos sobre sub-representação política de negros e negras.

What hinders black men and women to access the spaces of political representation? More recent research, focused on the impact of race on the electoral system, has identi ed a strong presence of black people in electoral competitions, but this presence does not materialize in representation in Legislative Houses. In this vein, this article seeks to describe the general picture of the participation of black men and women candidates in the 2016 elections, in the city of Rio de Janeiro, in the rst election where the Electoral Superior Court (TSE) surveyed the race/color of candidates. In dialogue with the specialized literature, we will try to present some ways to form a more dense agenda of studies on political under-representation of blacks men and women.
