As eleições municipais em tempos de pandemia

Abstract

Apresenta cinco hipóteses possíveis, para a realização das próximas eleições municipais, sob uma perspectiva temporal, que remetem às incertezas da duração do surto pandêmico da COVID-19, e seus efeitos no Brasil. Versa sobre algumas medidas sanitárias, que podem ser adotadas, tanto pelos partidos políticos, quanto pela Justiça Eleitoral, no sentido de reduzir a aglomeração de pessoas, bem como reduzir o risco da contaminação dos atores pertencentes ao processo eleitoral. Discorre ainda, sobre a possibilidade de manutenção das eleições, no prazo legal já estabelecido para o calendário eleitoral de 2020. Passando pelo adiamento das eleições, com previsão, ainda para dezembro de 2020. Abordando a tese de adiamento das eleições, com ou, sem a substituição dos ocupantes dos respectivos cargos eletivos. Culminando, com a postergação dos mandatos, para coincidir com o prazo final dos mandatos dos candidatos eleitos em outubro de 2018. Ratificando a tese da unificação dos pleitos eleitorais, para outubro de 2022.

It presents five possible hypotheses for the next municipal elections, from a temporal perspective, which refer to the uncertainties of the duration of the pandemic outbreak of COVID-19, and its effects in Brazil. It deals with some sanitary measures, which can be adopted, both by the political parties, and by the Electoral Justice, in order to reduce the crowd of people, as well as reduce the risk of contamination of the actors belonging to the electoral process. It also discusses the possibility of maintaining the elections, within the legal deadline already established for the 2020 electoral calendar. Going through the postponement of the elections, scheduled for December 2020. Addressing the thesis of postponing elections, with or without replacing the occupants of the respective elective positions. Culminating, with the postponement of the mandates, to coincide with the deadline of the mandates of the candidates elected in October 2018. Ratifying the thesis of unification of electoral elections, for October 2022.
