Proceso electoral en la Federación Rusa : historia y estado actual

Abstract

Las autoras analizan la fomación dei Instituto de elecciones y de derecho electoral en Rusia que se refiere a principios del siglo XX. El gran logro del período soviético fue el sufragio universal e igual ( desde 1936). La marcha histórica del país bacia el parlamentarismo resultó bastante larga, y la experiencia parlamentaria es insignificante, pero desde el punto de vista político y jurídico muy saturada. En detalles se estudia el derecho electoral, se analiza el proceso de elegir el parlamento federal y los parlamentos de los sujetos federativos, así como el Presidente de Rusia. Se da la carácteristica de las elecciones preliminares que se realizaron por primera vez en mayo de 2016, antes de las próximas elecciones parlamentarias.The authors offer a brief analysis of tbe formation of the electoral process and election law in Russia which dates back to the begging of the XX century. Universal and equal suffrage introduced in 1936 was a major achievement of the Soviet Union. Russia covered a long road to the parliament system. Russia's parliament experience was brief but significant from the point of view of Law and Politics. The paper examines in details the currently existing electoral rights, as well as the procedure of electing the Federal Parliament and also the parliaments of tbe legal entities of the Russian Federation, and the process of electing the President. The authors describe the first-ever primaries beld in May, 2016 ahead of the coming parliamentary elections in Russia in autumn 2016.
