Coligações partidárias nas eleições proporcionais de Curitiba em 2016 : fragmentação, densidade eleitoral e financiamento

Abstract

O sistema eleitoral brasileiro permitia - até a criação de uma cláusula de barreira - a formação de coligações entre partidos políticos que poderia ser usada como estratégia para garantir o sucesso eleitoral, tanto em candidaturas do sistema majoritário quanto no proporcional. Buscamos analisar o quanto as coligações foram significativas nas eleições proporcionais do município de Curitiba, em 2016, qual foi Número Efetivo de Partidos (NEP) e taxa de fracionalização, para averiguar o nível de fragmentação, a partir de dados disponibilizados pelo Tribunal Superior Eleitoral (TSE). Além disso, observamos o quanto o financiamento garantiu o sucesso eleitoral dos vereadores, utilizando banco de dados cedidos pelo Laboratório de Análise de Redes (LAR) da UFPR. Os resultados reiteram a teoria de que coligações e financiamento são fatores determinantes para a garantia do sucesso eleitoral, sendo o financiamento a forma individual de conseguir votos e a coligação a forma institucional.

The Brazilian electoral system allowed - until the creation of a barrier clause - the formation of coalitions between political parties that could be used as a strategy to guarantee electoral success, both in the majority and in the proportional system. We sought to analyze how significant the coalitions were in the proportional elections of the municipality of Curitiba in 2016, which was Effective Number of Parties (NEP) and fractionation rate, to determine the level of fragmentation, based on data provided by the Superior Electoral Court TSE). In addition, we observed how much the financing guaranteed the election success of the councilmen, using data bank provided by the Network Analysis Laboratory (LAR) of UFPR. The results reiterate the theory that coalitions and financing are decisive factors for guaranteeing electoral success, with funding being the individual way of getting votes and the coalition in institutional form.
