Mandato coletivo : problemas e desafios de uma inovação política

Abstract

Analisa o surgimento e eficácia do mandato coletivo enquanto nova forma de organização política. Considerando o caráter inédito dessa experiência, a pesquisa se valeu da observação do funcionamento específico de um mandato coletivo - a "Bancada Ativista" -, com deputada e co-deputados eleitos à Assembleia Legislativa de São Paulo nas eleições de 2018, examinando, assim, como esse se coloca e se organiza de fato. Em seguida, o artigo examina como essa inovação político-organizacional se relaciona com a ordem jurídica vigente, que não prevê essa figura. Ao final, diante das limitações percebidas para o funcionamento concreto do arranjo, analisam-se algumas de suas perspectivas futuras.It analyzes the emergence and effectiveness of the collective mandate as a new form of political organization. Considering the unprecedented character of this experience, the research used the observation of the specific functioning of a collective mandate - the "Activist Bench" -, with deputy and co-deputies elected to the São Paulo Legislative Assembly in the 2018 elections, examining, thus, how this is actually placed and organized. Then, the article examines how this political-organizational innovation is related to the current legal order, which does not foresee this figure. In the end, given the perceived limitations to the concrete functioning of the arrangement, some of its future perspectives are analyzed.
