Descreve o desenvolvimento político e econômico da sociedade venezuelana. O comportamento da nova sociedade venezuelana: autonomia em relação aos partidos e ao Estado; capacidade de produção de objetivos e mobilização da opinião pública; tendência descentralizadora; aumento da participação; heterogeneidade.It describes the amazing political and economic development of the Venezuelan society in recent years: from a feeble and depend civil society to a new situation characterized by the emergency of social projects with a high degree of autonomy in face of the State. It is also affmned that the State refonn has provided it with a public frarnewock potentially sufficient to strenglhen its stature, enabling it to get rid of the. majocity of defects accumulated by the the official machinery during the last decades.
