A contrarrevolução democrática : a transição pelo alto e a institucionalização das instituições (1974-1979)

Abstract

Busca caracterizar o governo do general Ernesto Geisel (1974-1979), que deu início ao processo de abertura política em direção ao regime democrático. Iremos discutir em um primeiro momento os fatores responsáveis pela saída dos militares e nesse sentido um dos questionamentos é se a transição ocorreu por uma "crise" econômica - social ou se foi uma antecipação dos setores dirigentes a uma possível tensão política. A partir disso, iremos indicar como a Comissão Trilateral (CT) contribuiu através do cientista político estadunidense Samuel Huntington na formulação do projeto de distensão e buscar possíveis relações entre as suas recomendações e as principais características desse processo, limitando-se até a reforma partidária realizada no início do governo de João Figueiredo Batista (1979-1985).It aims to characterize the government of General Ernesto Geisel (1974- 1979), who initiated the process of political opening towards the democratic regime. We will discuss in a first moment the factors responsible for the exit of the military and in this sense one of the questions is whether the transition occurred by an economic - social "crisis" or if it was an anticipation of the leading sectors to a possible political tension. From this, we will indicate how the Trilateral Commission (CT) contributed through the American political scientist Samuel Huntington in the formulation of the project of distension and to search possible relations between its recommendations and the main characteristics of this process, being limited until the party reform realized at the beginning of the government of João Figueiredo Batista (1979-1985).
