A incapacidade e o mérito : considerações sobre o direito ao voto (1860 - 1880)

Abstract

Entre os anos 1860 e 1880 surgiram publicações e ocorreram debates em defesa da restrição à participação eleitoral sob a justificativa da necessidade de aperfeiçoamento do sistema representativo. Neste artigo pretendo reconstituir as falas favoráveis e contrárias à seleção do eleitorado e que culminaram na Lei Saraiva em 1881, cuja proibição do direito de voto para o analfabeto foi responsável pela redução do eleitorado para 1% da população brasileira.Between the years 1860 and 1880 there were publications and discussions were aiming to restrict the electoral participation under the justification of the need for upgrading the representative system. In this article we want to rebuild the friendly and speak against the restriction of the right to vote and that culminated in Law Saraiva in 1881, which ban the votes of illiterate was responsible for the decline of the electorate to 1% of the brazilian population.
