Participação política no Brasil : uma reflexão sobre as manifestações populares de junho a setembro de 2013 a partir da proposta da democracia deliberativa

Abstract

A Constituição Federal de 1988 inaugurou uma nova ordem jurídica, rompendo com um regime autoritário e apresentando o pacto democrático e a possibilidade/necessidade de participação popular para a real existência desse sistema político. No Brasil, às vésperas dos 25 anos da promulgação da CF/88, garantir a participação popular é um desafio, não só pela apatia da população, mas também pela resistência imposta pelo poder público. Os eventos ocorridos de junho a setembro de 2013 demonstram que é possível romper a barreira do comodismo, mas lançam a dúvida sobre o potencial de se consolidar essas iniciativas. Faz-se necessário refletir sobre esse momento à luz da proposta de uma democracia deliberativa, que de per si mostra-se reptante, em especial, por não se poder antever as reais contribuições que essas mobilizações podem trazer para a democracia brasileira.The Constitution of 1988 inaugurated a new legal order, breaking with authoritarian rule and presenting the democratic pact and the possibility / need for popular participation to the actual existence of this political system. In Brazil, on the eve of the 25th anniversary of the promulgation of CF/88, ensure popular participation is a challenge, not only by the apathy of the population, but also by the resistance imposed by the government. The events from June to September 2013 show that it is possible to break the barrier of complacency, but cast doubt on the potential to strengthen these initiatives. It is necessary to reflect on this moment in the light of the proposal of a deliberative democracy, which in itself shows up reptile, especially for not being able to foresee the real contributions that these demonstrations may bring Brazilian democracy.
