A teoria da democracia de Giovanni Sartori : uma defesa da democracia representativa

Abstract

Pretende aparelhar a teoria da democracia de Sartori para solucionar problemas tanto teóricos quanto práticos, notadamente: (i) construir uma teoria da democracia entre o idealismo/normativismo e o realismo/empirismo; (ii) implementar a democracia em grandes Estados; (iii) promover a defesa das minorias diante da vontade da maioria. Os recursos metodológicos adotados na reconstrução são o aparato dos programas de pesquisa e a metodologia da teoria da ciência. Ambos fornecem a estrutura para a análise teórica distinguindo um núcleo teórico, com os principais pressupostos, reconstruído em artigo anterior, e uma heurística positiva, tratada neste artigo, e que incorpora o instrumental disponibilizado pelo autor no intuito de transformar o projeto democrático sartoriano em uma metodologia de solução de problemas teóricos e práticos

It intends to equip the theory of the democracy of Sartori to solve theoretical and practical problems, specially: (i) to construct to a theory of the democracy between the idealism/normativism and the realism/empiricism; (ii) to implement the democracy in great States; (iii) to promote the defense of the minorities of the will of the majority. The adopted methodological resources in the reconstruction are the apparatus of the research programs and the methodology of the theory of science. Both supply the structure the theoretical analysis distinguishing a theoretical hardcore, with the presuppositions, reconstructed in previous article, and a positive heuristic, treated in this article, and that it incorporates the instrument supply for the author to transform the sartorian democratic project into a methodology of solution of theoretical and practical problems
