Representação, soberania e a questão democrática

Abstract

Examina três contribuições recentes da literatura sobre a teoria da representação política. Há nelas uma preocupação comum de fazer um recuo conceitual e histórico para dar um melhor enquadramento ao debate sobre a crise da representação. O artigo começa com a abordagem de B. Manin sobre o governo representativo, mostrando seu avanço conceitual e também seu maior ponto cego: a questão do vínculo entre o conceito de soberania e o governo representativo. Já as contribuições de Marcos Novaro e Nadia Urbinati resgatam esse problema e os remetem ao tema da soberania popular. Ao compará-los, o artigo conclui com uma breve indicação do motivo pelo qual a questão democrática é central para entender o nexo entre a representação como soberania e a representação como forma de governo.

Examines three recent contributions from the literature on theories of political representation. The works examined are commonly concerned with engaging in a conceptual and historical retreat, in order to better frame the debate about the crisis of representation. The article starts with an exam of B. Manins approach to representative government, presenting his conceptual contribution and also the main blindspot in his work: the relationship between the concept of sovereignty and representative government. The other two authors here considered, M. Novaro and N. Urbinati, take on this problem, exploring the theme of popular sovereignty. Comparing the authors, the article concludes with a brief comment on why the democratic question is central to the understanding of the nexus between representation as sovereignty and representation as a form of government.
