A social democracia e o welfare state : a construção de um modelo social democrata no Brasil

Abstract

A Social-democracia (SD) tem um histórico de sucesso em vários países da Europa, principalmente no período posterior à Segunda Guerra Mundial. Apresentamos neste artigo, além da retomada da discussão entre social democracia e socialismo democrático, uma síntese das teorias e idéias que nortearam a ideologia política da SD e as teses, construção, sucessos e crises que fundamentaram o Estado do Bem-Estar Social (welfare state) em vários países. Serão abordados os temas atinentes à Terceira Via como fio condutor das idéias social-democratas e a implantação da SD no Brasil, bem como a estágio político em que se encontrava o Brasil de Fernando Henrique Cardoso e o que foi herdado pelo PT de Luís Inácio "Lula" da Silva. Ao final, serão apresentadas as considerações necessárias à viabilidade da construção de um modelo social-democrata no país.

The Social Democracy (SD) has a history of success in several European countries, especially in the period after the Second World War. We present here, beyond the resumption of the debate between social democracy and democratic socialism, a summary of theories and ideas that guided the political ideology of the SD and the thesis, construction, successes and crises which motivated the State of Social Welfare (welfare state) in several countries. It will examine the issues conserning the Third Way as a thread to social democratic ideas and the implementation of SD in Brazil, as well as the political stage of Brazil during Fernando Henrique Cardoso´s mandate, which was inherited by the PT of Luis Inacio "Lula" da Silva. In the end, it will cover the considerations necessary for the viability of building a social democratic model in the country.
