A proibição das alianças partidárias nas eleições proporcionais em 2020 : os impactos no índice de fragmentação partidária no pleito para a Câmara Municipal de Natal

Abstract

Examina o fim das coligações nas eleições proporcionais de 2020 e seus impactos na Câmara Municipal de Natal. O objetivo do presente estudo é analisar de que forma a medida proibitiva impactou no índice de fragmentação partidária do Legislativo Municipal Natalense. O método de abordagem escolhido para conduzir a pesquisa apresentada neste artigo é o hipotético-dedutivo, cujas técnicas escolhidas foram a pesquisa bibliográfica e a análise de dados estatísticos. Constatou-se que a proibição das alianças nas eleições proporcionais para a Câmara Municipal de Natal em 2020 influenciou fortemente na diminuição da fragmentação partidária do Parlamento Municipal Natalense. Conclui que o fim das coligações proporcionais coloca um novo dilema posto as Casas Legislativas Brasileiras: o ponto de equilíbrio entre a governabilidade e a representatividade dos grupos minoritários.It examines the end of coalitions in the proportional elections of 2020 and its impacts on the Municipality of Natal. The aim of this study is to analyze how the prohibitive measure impacted the party fragmentation index of the Municipal Legislative of Natal. The approach method chosen to conduct the research presented in this article is the hypothetical-deductive approach, whose chosen techniques were bibliographic research and statistical data analysis. It was found that the prohibition of alliances in the proportional elections for the Municipality of Natal in 2020 strongly influenced the reduction of party fragmentation of the Municipal Parliament of Natal. It concludes that the end of proportional coalitions poses a new dilemma for Brazilian Legislative Houses: the balance point between governability and the representation of minority groups.
