Governabilidade, instituições e partidos

Abstract

A vulgarização do uso do termo governabilidade pretende indicar com a expressão uma característica da máquina do Estado, tomando-a como sinônimo da capacidade estatal de governar. O problema da governabilidade se resumiria, nesse caso, em coisas como encontrar o tamanho certo do Estado, tornar mais ágeis seus mecanismos operacionais nas funções reconhecidas como próprias dele etc. Há, contudo, a sociedade - e há a política. E o desafio crucial reside na obtenção daquela forma específica de articulação do Estado com a sociedade na qual se reconheça que o problema da administração eficiente não pode ser dissociado do problema político, ou seja, do problema de garantir também a operação democrática do Estado. Portanto, a indagação subjacente à questão geral da governabilidade é, em última análise, a de como resolver a tensão contida na busca simultânea de eficiência e de democracia. Esses balizamentos informam a discussão do autor sobre a relação entre partidos e governabilidade no Brasil.

The widespread current usage of the term governability seems to suggest that it is a characteristic of the State machine, taken as a synonym of the States capacity to rule. If that were the case, then the governability problem could be reduced to questions such as how to establish the State's optimum size, or how to make its operational mechanisms more efficient in executing its functions, etc. However, there is also a society - and there is politics. And the critical challenge lies precisely in reaching a specific form of articulation between State and society, in which the problem of efficient public administration cannot be dissociated from the political question, that is, from the problem of also guaranteeing the democratic role of the State. Thus, on the final analysis, linked to the general issue of governability is the question of how to resolve the tension produced by the simultaneous quest for efficiency and democracy. These are the bases that inform the authors discussion of the relationship between political parties and governability in Brazil.
